A Talkback microphone is used in studios where the mixing console is in a different room than what is being recorded.
Talkback microphones are usually muted by default and the engineer must hold down a button to un-mute it. This prevents an engineers idle chatter from annoying the artist, on certain boards an alternate button on the console can make the talkback mike end up on all the tracks.
In some high-end consoles, the Talkback microphone is built in, while others require you to buy a separate microphone.
